“Protection of children is the priority of our program,” emphasized Mayor Emi Calixto-Rubiano during an interview at the 23rd State of the City Children’s Address (SOCCA) held on November 17, 2025, at the Cuneta Astrodome, Pasay City.

During the interview, the mayor highlighted the local government’s strengthened commitment to safeguard the youth and provide opportunities for a safer, healthier, and more empowered future. She stressed that ongoing city initiatives focus on creating a community where every child feels secure and supported.

When asked about programs for children, Mayor Rubiano shared that projects centered on health, education, and welfare continue to be expanded to meet the needs of Pasay’s growing youth population. She added, “Every child deserves protection, not only in words, but in concrete action.”

The mayor also cited achievements over the past year, including improvements in child-friendly spaces, expanded youth programs, and strengthened partnerships with various organizations. She noted that these accomplishments “reflect the city’s unwavering dedication to uplifting young Pasayeños” and serve as evidence of the administration’s ongoing advocacy for child welfare.

Concluding her interview, Mayor Rubiano called on the community to collaborate in nurturing the next generation, reminding everyone that protecting children is a shared responsibility. She reaffirmed that Pasay’s future “rests in the hands of children who are safe, loved, and given the chance to thrive.”

Congressman Antonino “Tony” G. Calixto also addressed the young Pasayeños, sharing his message of support for their growth and development.

The program was officially opened by Ms. Mary Cris L. Balictar, RSW, Head Secretariat of the Pasay City Council for the Welfare of Children. The Entrance of Colors was led by PCWHS-BSP, while the National Anthem and Pasay Hymn were performed by the Rondalla Band of Timoteo Paez Elementary School.

Helmed by Mr. John Francis L. Octaviano, SOCCA 2025 was presented in a news coverage format. News anchors included Frank Harvey L. Marasigan, Marie Geanne Madanlo, and Mharriene Xeanina De Paula, with field reporters Kea Rabago, Reanne Piedad, Albic Charles Angulo, and John Kelly Maxwell Quino.

The event also showcased outstanding Pasayeno youths excelling in scouting, athletics, and performing arts. Performances were given by the EMI Performing Arts Ballet and Rondalla Group, PCWHS Dance Troupe, Chorale and Angklung Ensemble, and a learner from Don Carlos Village Elementary School.
